This CCN is made in accordance with the legislation detailed in The Health Care Services (Provider Selection Regime) Regulations 2023. A modification under Reg 13 of the PSR can be made where the full criteria has been met (please seek clarity on the criteria with the Commissioning Team).This includes the requirement that: -1) the modification does not render the contract or framework agreement materially different in character, and2) the cumulative change in the lifetime value of the contract or framework agreement since it was entered into or concluded is—- below £500,000; or- less than 25% of the lifetime value of the original contract or framework agreement when it was entered into or concluded.In the event that the modification exceeds the PSR criteria, a Transparency Notice will be published by the Procurement team within 30 days of modification award.The The MHS contract, initially drawn up in 2022 for £500k, has seen significant growth and now the spend stands at £1.7 million. Unfortunately, due to a change in management, no updated CCN’s were completed to account for the changes in activity profile.This increase in spending has been needed to meet various operational needs, including managing demand and capacity to meet the 7 day MRI service, supporting DM01 delivery in ultrasound, and ensuring continued operation of MRI machines at Ipswich until the Ipswich CDC project is established.Alongside the demand for MRI capacity has increased significantly, with a 23% growth over the past year alone, largely driven by long waiting lists and the need to ensure compliance with national targets like DM01.Without this continued support, the Trust would be unable to meet the demand, risking a breach of the DM01 target causing significant delays in patient care, contributing to a backlog due to the unprecedented growth in demand.In light of these challenges, this CCN is proposing an increase in the contract value to meet the current spend, which is currently sitting at £1.7 million, plus an additional £400k. This additional funding will allow for the insourcing of MRI radiographers and the necessary staffing support for MRI and Ultrasound services until the Ipswich CDC is operational. This will ensure we can meet the demand for MRI scans and avoid further strainon our existing resources.Authorising
