Description
Caerphilly County Borough Council’s (CCBC) Children and Communities Grant Programmes (Families First and Early Years) and Caerphilly Children’s Services are looking to commission provider(s) to undertake a number of early intervention support services (as per the six lots) for citizens living within the CCBC Council area. The services are designed to improve outcomes for children, young people, adults and families by providing a range of interventions. All interventions will be delivered to families locally, support their wellbeing and empower families.

1 | Targeted Parenting Support 8+ (Families First)
Caerphilly County Borough Council (CCBC) Families First are looking to commission a provider to undertake a Parenting Support Service for families living within the CCBC area with children aged 8 to 17. Parenting plays a central role in relation to outcomes for children. Good quality parenting can help promote resilience, positive self-esteem, and have a positive impact on a child’s learning, outcomes and school. Children who grow up in a nurturing environment where parenting is fair, consistent and structured are also less likely to be exposed to Adverse Childhood Experiences (ACEs) which may detrimentally affect their physical and mental health over the longer term. The Caerphilly Early Years and Childcare Service provide information, advice and support for expectant parents and families with young children aged 0-7 years living in the Caerphilly County borough.As such, the specification outlines parenting support for families with children aged 8 and over. Parenting support for families with children aged 0-7 will be provided by an in-house Early Years team. It is hoped that this will remove the barriers of meeting different criteria and instead offer families support based off their needs and children’s ages. 2 | Wellbeing (Families First)
Caerphilly County Borough Council (CCBC) Families First are looking to commission a provider to undertake a Wellbeing Support Service for families living within the CCBC area with children and young people aged 25 and under. Low level mental health, emotional health and wellbeing are issues which play a central role in families’ outcomes. The service must reflect a strengths-based, family centred approach, promoting resilience and voluntary engagement in line with the Welsh Government Families First guidance. Parents who experience poor wellbeing and lower levels of confidence and resilience are more likely to expose their children to Adverse Childhood Experiences (ACEs). Improving families’ wellbeing can help promote resilience, positive self-esteem, and have a positive impact on outcomes for the family. This project will deliver support for families with children and young people aged 25 and under, living within the Caerphilly County Borough Council area, affected by low level mental health, emotional health and wellbeing. 3 | Domestic Abuse (Victims) (Families First)
Caerphilly County Borough Council (CCBC) Social Services and Caerphilly Families First are looking to commission provider(s) to undertake Domestic Abuse Services for children and their families living within the CCBC Council area affected by Domestic Abuse This project will deliver support for families with children and young people aged 25 and under (including antenatally), living within the Caerphilly County Borough Council area, who are victims/survivors of domestic abuse. The Service Provider will be expected to tailor and amend their service to meet the needs of the individuals being referred into the service. The purpose of offering support to those who have suffered domestic abuse is to: • Increase the safety of parents and children through assessment, safety planning and access to specialist services • Provide a safe space for individuals to explore feelings and find the best strategies to deal with their experiences and rebuild their lives • Break the cycle of abuse by increasing understanding of healthy relationships and behaviour in comparison to coercive and abusive behaviour • Reduce the risk of harm by empowering parents to make good decisions for the benefit of themselves and their children, based on improved knowledge and understanding Full details can be found in the Invitation to tender on the esourcing portal Award Criteria

4 | Perpetrator Support Service (Children’s Services)
Caerphilly County Borough Council (CCBC) Social Services are looking to commission a Service Provider to undertake a Perpetrator Support Service for individuals living within the CCBC Council area displaying perpetrator behaviour. Caerphilly Children’s Services wishes to commission a Service Provider to deliver Respect Accredited Domestic Abuse/Violence Perpetrator support Programmes (DAPP/DVPP). This project will provide support for adults who are displaying perpetrator behaviour, increase focus on holding these individuals to account and provide opportunities to change their behaviour based around victim safety. 5 | Community Forum (Early Years)
Caerphilly County Borough Council (CCBC) Early Years are looking to commission a provider to undertake a Community Forum service for families living within the CCBC area. The contract will require the following outcomes for families: • Building wellbeing and resilience through improved confidence and sense of belonging • Support families to make the most of their potential, building ambition and encourage learning for life • Development of skills through volunteering opportunities, working with partners and involvement in a wide range of community focused activities • Greater engagement with services and the wider community, including an improved understanding of support available • Timely ‘referrals’ in and out of the project: continued support for families in the community using the hierarchy of support model, with timely conversations with more targeted services if required This list is not exhaustive, and the project will be expected to work with the Service Purchaser to develop appropriate targets, which reflect the evolving nature of the Early Years model. The project will engage with families, parents and carers living in Caerphilly county borough, by establishing and supporting the running of Community Forum groups throughout the borough. 6 | Early Language Development Groups (Early Years and Families First)
Caerphilly County Borough Council (CCBC) Early Years (Flying Start) and Families First are looking to commission a provider to undertake an Early Language Development service for families living within the CCBC area with Early Years aged children. The service will consist of two key elements: • Firstly, for children aged 3-12 months and their families to access information about the importance of talking, engaging and playing with children in the early years to develop language acquisition. • Secondly, the service will deliver the Elklan Let’s Talk with your Baby programme for families with children aged 3-12months. The Service Provider will need to use a range of tools to support key Speech, nguage and Communication messages for families Talk with me | GOV.WALES and strengthen the sustainability of ongoing language acquisition e.g. links to libraries for books, groups, and include activities based on resources readily available to parents in the home or inexpensive / recycled materials.
