Description

Previously, Torbay's Independent Advocacy Services for Children and Young People (the including Independent Visiting Service) has been delivered as part of Torbay's 0-19 Integrated Service. Following a review of these services Torbay are now seeking to procure an externally commissioned Provider to deliver high quality independent Advocacy Services for Children and Young People. The service will have three distinct areas of delivery: • Advocacy for children and young people on a Child Protection Plan or who are Cared for aged 8 - 18 years or Care Experienced young people up to the age of 25 years. To represent and support them to participate in key meetings and decisions that affect their lives and ensure services and interventions remain child centred. • Advocacy for young people aged 16 or 17 who present to the Council as homeless (Youth Homeless Advocacy). • An Independent Visitor Service for children and young people under 18 years old, which will provide volunteers to act as positive role models to visit, befriend, advise and guide the young person they are matched to work with.

Renewal Options

This contract may be extended by up to a further 12 months.

Award Criteria

Method Statements and Technical Question There are 4 method statements in total making up 65.00% of the maximum available marks. These method statements are designed to test the applicant's ability to deliver the requirements of the specification. The four method statements are broken down into the following areas: Implementation and Mobilisation (10.00%) Service Delivery Model (20.00%) Restorative approaches to working with children and young people (20.00%); and Organisational Structures and Processes (15.00%). There is 1 technical question relating specifically to contract-specific Data Collection and Data Processing, the sub-criteria for this question is 5.00%.
Social Value There are two criteria for social value: Qualitative criteria is designed to test the applicant's ability to demonstrate how they would deliver against their chosen social value commitments. The sub-weighting for this element is 7.00% Quantitative criteria is assessed against the total monetary commitment of applicant's social value commitment. The sub-weighting for this element is 3.00%
Price The price will be evaluated against the Applicant's submitted total cost of the full term of the contract, including the possible 12-month extension.
