The ICB is intending to award a contract to an existing provider following direct award process C, where the existing provider is satisfying the existing contract and will likely satisfy the proposed new contract, and the contract is not changing considerably. This is a zero based contract based on activity and local prices. The contract expenditure for 2024/25 was £493,651. Based on this, this award is for the 2025/26 bringing the lifetime value of the contract to the value of c. £444,286 The dates between which the services are intended to be provided are: 01/10/2025 to 30/09/2026.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to The Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

Details of the award decision-makers: NHS SSOT ICB Finance & Procurement Committee 5th of August 2025 - detail of any declared conflicts or potential conflicts of interest of individuals making the decision and how these were managed: There were no conflicts noted and the process for managing was as per what is included in the committee's terms of reference, i.e. Any conflicts of interest were managed in line with Regulation 21. Ongoing checks were made, and continued to be made and any people identified with a conflict would be removed from the process and referenced in the main report. - relative importance of the key criteria that the relevant authority used to make a decision, the rationale for the relative importance of the key criteria, and the rationale for choosing the provider with reference to the key criteria.: Equal weighting and prioritisation was given to each of the key criteria as all criteria deemed to be of equal importance when considering the direct award. Based on the key criteria, providers were each deemed to be delivering the service to a satisfactory standard and would likely continue to deliver the service to a satisfactory standard during the period covered by this direct award. For the avoidance of doubt, the provisions of the PCR 2015 and the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after publication of this notice.
