Description

The Authority are seeking to establish and operate two restaurants open to the general public, one in the female estate at HMP Styal and one in the male estate at HMP Brixton. These will be awarded as concession contracts. Total value includes estimated potential Income plus funding. The procurement ITT and PQQ references are as follows: 1. ITT_9856 – HMP Styal 2. ITT_9857 – HMP Brixton

Award Criteria

Commercial Assurance Service viability and sustainability Please detail/ demonstrate how you will successfully deliver this contract based on the information provided in this and the other procurement documents. The funding available is capped and carries an expectation that a specific number of prisoners will receive both accredited and non-accredited skills per annum over the five year period, along with access to interviews and other social benefits. Please set out your proposed financial model for this contract including - The number of prisoners to be trained - The costs of training in consideration of the skills to be taught and the cost of certification (per person) - The cost of the staff managing the services and training - Costs of promoting the services to be provided, insurance etc - Any other information as needed to provide confidence that the contract is commercially viable and is capable of delivering the various elements of the specification. All costs should include a detailed breakdown and the formulas used should be clear and easy to follow through the model.
Delivery of Core Service Operating the service Please detail/ demonstrate (and provide evidence) of how, through the delivery of this catering contract, your learning, support and employment offer will meet the core elements of the service and deliver the outcomes described in Schedule 1 (Specification) of the Contract. Your response should include: - Details of how your organisation will/ has the ability to deliver/ support short qualifications / training offers and describe how your qualification / training offer will accommodate strategic HMPPS priorities, policy changes and establishment population changes - Details of how the service delivery will support prison KPIs, and HMIP and Ofsted objectives for the local establishment - Detail your knowledge and understanding of both the specific local criminogenic need and cohorts, - Details of the specific local services that support rehabilitation, - Details of any challenges you foresee and how these will be mitigated in your delivery - How your proposed model ensures maximum flexibility to adapt and change to meet the Funding Partner’s strategic and operational priorities and needs, local needs or changing circumstances, across the full contract 30% weighting Maximum A4 page count: 3 sides of A4.
Mobilisation of Service Mobilisation of Service Please provide a clear and detailed Mobilisation Plan for this contract; this should start at contract award and go through and include the first six months of operation; this to provide confidence that the service will be ready for go-live. Your response should include: - A detailed mobilisation plan/ Gantt chart that clearly identifies all the key activities to be completed, timescales/ milestones, dependencies, risks and the critical path. - A narrative that explains the proposed mobilisation plan. - A narrative that explains the proposed resources, including how you will mitigate any shortfalls during the mobilisation period, promotion of training kitchen and catering facility. - Details of how the mobilisation plan will be communicated to the Authority. - A risk log with a minimum of 15 risks identified and mitigated. Contract Delivery Experience Contract Delivery Please detail how you will and can deliver this contract. Your response must include: - An outline of the nature of your organisation and how you propose to provide the service, including a description of how you will be organized with other suppliers, e.g. the use of subcontractors or as a consortium. - Your organisations experience of delivering similar contracts in the public or private sector. - An organizational chart of names, job titles, credentials, and a brief description of the duties of those individuals who will be directly involved in delivering the service. This must include both front line delivery and senior management. - A process to ensure staff know what is expected in the delivery of your proposed service. - Your full end-to-end service quality assurance process to ensure consistent contract delivery.
