The services will be supplied by TLR Ltd, the incumbent provider, who maintains the bespoke system and delivered the associated services. This direct award ensures the uninterrupted continuity of this critical service until a replacement can be implemented by Livestock Information (LI).

Legal Justification

Extending the contract for the maintenance and support of the bespoke eAML2 system with the current provider, TLR Ltd, is strictly necessary to avoid disproportionate technical difficulties. A change of supplier for this custom-built and interdependent system would result in unacceptable disruption to a regulatory service, as a new provider's software and services would be incompatible with the existing infrastructure and more time is required to scope the service requirements and enable a procurement process being conducted.
