Description

Sellafield Ltd. plan to call for competition under Lots 4 (Infrastructure Management) and Lot 5 (Applications and Data Management) of the new Technology Services 4 (TS4) Framework Agreement (RM6190) that is due to go live in January 2026. We anticipate the call for competition commencing in April 2026. The Invitation to Tender (ITT) will be restricted to Suppliers who are successfully in their bids for inclusion in relevant Lots of CCS TS4; due to launch 12th January 2026. Suppliers may bid for both Lots, provided they are approved for both Lots, but can only be successful for one Lot and as such would need to state a preference. The competition will be managed as a single procurement with two (2) Lots: 1. ICT Hosted Infrastructure Management Services (estimated value excluding VAT £48.23m) Atamis ID C11028 2. ICT Application Management Services (estimated value excluding VAT £41.51m) Atamis ID C11345 ICT Hosted Infrastructure Management Services: • Support of all on-premise server & private cloud infrastructure and operating systems, including management of supporting tools. • Support of 5 Data Centres including Sellafield Main Site (3), Risley (Warrington UK) and Crown Hosting (Corsham) locations • IaaS and PaaS infrastructure management using HPe and Dell VXRail technologies • Build management Service across multiple operating systems • Control and management of the storage provisioning service, including backup and restore and cross data centre replication • Hosting and management of on-premises Microsoft Exchange environment. • Over the contract term we intend to modernise and simplify our ICT infrastructure reducing technical debt and consolidating data centres (from 5 to 3). • We are moving to Microsoft Exchange Online at present and ultimately decommissioning the on-premises Exchange on-premises footprint. • We anticipate a gradual reduction in on-premises infrastructure as we rationalise applications and further exploit cloud technologies. • We see the new supplier as a key enabler to help on us on this journey. • We are a maturing ICT organisation and seek an opportunity to build a collaborative relationship that drives service enhancement and maturity. • Cloud operations is delivered through an internal capability. Management and maintaining cloud infrastructure and services is out of scope of HIMS. ICT Application Management Services: • Application support (incident management and change requests), and application maintenance including the delivery of routine application patching and upgrades. • On-premises application portfolio varies in business importance, complexity, support requirements, and technology (SQL and Oracle). • 118 applications in scope including SAP Enterprise Resource Planning (ERP). • SAP ERP classed as a single business application, comprising 19 products/components, as well as HANA and ASE database support. • First line application management for circa 31 SaaS applications. • Applications within with the Sellafield Ltd. Microsoft Azure environment are managed by an internal cloud operations capability and excluded from contract scope. • Over the contract term we will continue to transform our application landscape to support long term business agility, reduce operational risk and enable innovation. • We will migrate to a core set of enterprise platforms to simplify the IT estate, improve integration, and ensure scalability. • We will retire redundant and legacy applications to reduce technical debt, lower support costs, and improve system resilience and leverage SaaS solutions where possible to reduce infrastructure overhead, accelerate capability delivery, and benefit from continuous vendor innovation. • This will reduce the number of on-premises applications and associated AMS requirements. We anticipate a gradual reduction over time rather than “big bang”. • Our approach to SAP ERP is set out further in the slide pack. • We see the new supplier as a key enabler to help us on this journey: To upgrade applications, support consolidation into fewer enterprise systems and deliver application decommissioning. • Cloud operations is delivered through an internal capability. Management and maintaining cloud infrastructure and services is out of scope of AMS.
