Description
This procurement is under the Provider Selection Regime (PSR) The Mental Capacity Act 2005 (MCA) was introduced in 2007. The Mental Health Act 2007, which received Royal Assent in July 2007, included an amendment to the MCA to introduce additional Deprivation of Liberty Safeguards (DoLS) from 1st April 2009. The Deprivation of Liberty Safeguards provide additional protection for the most vulnerable people living in residential homes, nursing homes or hospital environments. There is a requirement, in law that care will always be provided in a way that is consistent with the human rights of people lacking capacity; who are not otherwise protected or safeguarded through the use of the Mental Health Act or Court of Protection powers. Leicestershire County Council as the Supervisory Body needs to arrange for a qualified assessor to complete relevant assessments including Doctors who undertake the mental capacity, mental health or eligibility assessments
Total Quantity or Scope
This is an intention to award notice under the competitive procedure (PSR) for a value of £2,600,000 over the 4 years The Mental Capacity Act 2005 (MCA) was introduced in 2007. Other Information
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 13th October 2025. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR. All written correspondence should be addressed to Martin.Hall@leics.gov.uk No conflict of interest was identified within the evaluation and award process Key Criteria Quality and Innovation - Doctors appointed hold all the relevant Qualifications and level of experience Value - The rates stated are a nationally dictated rate Integration ,collaboration and service sustainability - This service supports NHS provision as well as Leicestershire County Council and is a statutory requirement. Improving access ,reducing health inequalities and facilitating choice - a greater pool of Doctors will enhance patient choice and speed up referrals Social Value - The inhouse DoLS Team considers Social Value in respect of appointing the Doctor who would have the least travel time to a Residential Home thus reducing the environmental impact.
