Description

This service will manage and administer the delivery of schemes up to the completion of the 3D Stage Gate 2 Preliminary Design and review, comment, or approve designs on behalf of National Highways beyond that point as they progress through the 3D Stage Gate process with outcomes recorded on the CDMT management system. The service will act to supplement the existing National Highways team led by Eloise Phillips. The service will support and enable the progression of the tunnels and road side technology programmes expected to be delivered from this point to the end of RIS 3. For bidding purposes, we ask that bidders set out a service proposal over the 6 year period using the requirements set out in the resource schedule. We request that bidders provide an overall costed WPPS for the entire 6 year period and separate costed WPPS for each year which will be termed sections of the overall bid. The initial award will be for the first year which will be termed Section 1 of 6. Prior to each subsequent Section award a review of the need will completed to ensure the service matches the demands of the annual Tunnels and Road Side Technology scheme plans. The service requires the provision of full-time technical resource as identified in the IFT. The IFT outlines the number of resources required per Section along with the minimum level of tunnels or road side technology asset management knowledge and experience. Any resource provided is expected to act in the capacity of National Highways and work under the leadership of National Highways employees. The roles outlined in the IFT will report into Eloise Phillips. Resources should be based in the South East of England and able to access one of National Highways offices located in either Maidstone (Kent) Guildford (Surrey), and/or Basingstoke (Hampshire) for a minimum of 2 days per week. Travelling and subsistence expenses will be reimbursed at cost subject to the upper limit of allowances payable to National Highways staff.
