Legal Justification

The contract being awarded is in accordance with paragraph 5 of Schedule 5 of the Procurement Act 2023. A direct award to Crucible (Strategic) Limited ("Crucible") is appropriate as it has exclusive rights in respect of the strategic land site. Crucible has a long-standing involvement in relation to the promotion of the strategic land site. Crucible's involvement has been made possible as a result of previous contractual arrangements which were not and are not capable of being replicated by another party. Crucible also has specific know-how in respect of the strategic land site which means it is uniquely placed to provide the services.
