Description
The Service aims are providing a Sexual health and wellbeing of people living in Blackburn with Darwen. The service aims to commission a prevention focussed integrated sexual health service (ISHS); a service that will continually improve education, prevention, testing, treatment and support services in response to a changing environment of sexual health and relationship needs. This service aims to improve sexual health by delivering a range of interventions across the life course; with a focused direction of travel towards prevention, building resilience and self-esteem, along with consistently promoting healthy choices. The service shall provide, via a digital and clinic approach, open and easy access, cost-effective, high-quality provision for contraception and prevention, diagnosis and management of sexually transmitted infections, according to evidence-based protocols. The proposed contract will start 1st April 2026 and end 31st March 2028. An integrated sexual health service provides patients with open access to confidential, non - judgemental services including STI and Blood Bourne Viruses (BBV) testing, treatment and management; the full range of contraceptive provision; health promotion and prevention. Sexual health is an important area of public health. Most of the adult population of England is sexually active, and access to quality sexual health services improves the health and wellbeing of both individuals and populations.

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Contract will have a standstill period and will not be formally awarded until 21st October 2025

Other Information
The existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard. Written representation can be made for the attention of the Head of Procurement to aysha.mulla@blackburn.gov.uk. The standstill period will end at midnight on the 21st October 2025. This direct award is the decision of the Executive Board. We have not noted any declared conflicts or potential conflicts of interest of individuals making the decision. 1) BWD are seeking to award a contract for existing services. These services are currently commissioned and the selected provider are the incumbent provider. 2) The existing provider is not the only capable provider BWD are aware of other providers within the market. 3) There is not unrestricted patient choice applicable to these arrangements i.e. when accessing the services described the patient does not have the choice of provider within BWD 4) The considerable change threshold has not been met as the new arrangements do not mean the contract is materially different to the current one as the only change is the name of the contracting authority and the lifetime of the contract is not at least £500K higher, and 25% higher for the contract being replaced
