Description
The tram vehicle uses a Hydraulic Pressure Unit (HPU) as a key part of the tram brake system. There are four elements - 1) Tram Hydraulic system flushing 2) Tram HPU Cleansing 3) Existing FCC Filter Trolley Upgrade & Manufacture of one new Filler Trolley 4) Technical Support and maintenance of the Flushing Rigs and Filter Trolleys over the 5 year period

Legal Justification
The justification for award of this proposed contract to the OEM, Hydac, without competition for the parts and services outlined in this paper, is that any change in supplier, design, or testing specification would oblige TfL to acquire parts that have different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance; in accordance with the Provisions under the Procurement Act, Schedule 5 para 7 (a) & (b) as outlined below Procurement Act Schedule 5 Paragraph 7 The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
