Description
This is an INTENTION TO AWARD Notice following The Health Care Services (Provider Selection Regime) Regulations 2023 - Competitive Process. North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of The North East Ambulance Service NHS Foundation Trust (the Relevant Authority) who have undertaken a competition process to provide a Framework for Third-Party 111 Online and Primary Care Speak To (PCST) Services. Contract Start Date: 01 October 2025 Contract End Date: 30 September 2029 The contract term is for an initial period of 2 years, with an option to extend for a further 2 years at the discretion of the Relevant Authority and subject to satisfactory contractual and financial performance.

2. VI.3 Additional Information
This is a Provider Selection Regime (PSR) confirmation of contract award notice. The contracts for: Lot 1 - 111 Online Services (North East Wide) Lot 2 - Primary Care Speak To Dispositions (Northumberland, North Tyneside and Newcastle) have been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Regulations 2024 (Procurement Act 2023) do not apply to this award. The contracts for Lots 1 and 2 have now been formally awarded using the Competitive Process. The contract periods for Lots 1 and 2 are for 2 years, with effect from 01 October 2025, with the option to extend for a further 2 years, subject to satisfactory financial and contractual performance and at the discretion of the Relevant Authorities. The contract values are: Lot 1 - 111 Online Services (North East Wide) £3,128,000 Lot 2 - Primary Care Speak To Dispositions (Northumberland, North Tyneside and Newcastle) £2,560,000 During the standstill period, a representation was received which was reviewed by an Internal Review Panel at The North East Ambulance Service NHS Foundation Trust (the Relevant Authority). The individuals involved in the internal review were: Deborah O'Brien - Assistant Director of Strategy, Planning & Transformation Mark Speer - Interim Deputy Director of Finance All involved in the review completed a conflict of interest declaration and no conflicts were identified. For avoidance of doubt, Lot 3 was not awarded and remains in standstill period.
