Description

NHS Shared Business Services act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework. NHS Shared Business Services Limited (NHS SBS) intend to put in place a Framework Agreement for the provision of Insourcing and Outsourcing of Clinical Services to be used by NHS SBS Approved Organisations. Approved Organisations are NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) or any combined authority, integrated care board, local authority, NHS England, NHS foundation trust, NHS trust or any other body listed as a "relevant authority" in the National Health Service Act 2006, which the Authority authorises to use the resulting Framework. These organisations, for the purpose being a principal to the framework agreement under the Health Care Services (Provider Selection Regime) Regulations and the Health Services (Provider Selection Regime) (Wales) Regulations 2025 are identifiable on the list of Approved Organisations and may be added to from time to time. Our Approved Organisation list can be found on: https://www.sbs.nhs.uk/services/framework-agreements-categories/ The potential lotting structure is as follows: Lot 1 - Insourcing of Clinical Services Lot 2 - Outsourcing of Clinical Services Lot 3 - Medical Imaging and Reporting Services We are committed to working with suppliers who are dedicated to Sustainability and Social Value and there will be sufficient weighting on these elements in the tender.

Lot Division

1 Insourcing of Clinical Services

To support Approved Organisations in delivering clinical services by supplying on-site clinical staff who work under the Trust's governance, using its facilities and systems, utilising spare, out-of-hours capacity, typically at weekends and evenings to support the reduction of waiting lists. This model helps address capacity gaps, reduce waiting lists, and maintain continuity of care without outsourcing the entire service.

2 Outsourcing of Clinical Services

To enable Approved Organisations to commission external organisations to deliver clinical care off-site or independently under a defined contractual arrangement. This approach supports capacity expansion, elective recovery, and access to specialist services while transferring operational responsibilities to the provider.

3 Medical Imaging and Reporting Services

To provide high-quality, timely, and clinically governed diagnostic imaging and reporting services that support Approved Organisations in delivering accurate diagnostics across a range of modalities. Services can be insourced, outsourced, or facilitated depending on the commissioning needs.

This Pre Market Engagement Notice is to signal an intention to commence market engagement with those suppliers within the Insourcing, Outsourcing and Medical Imaging market, inclusive of Telemedicine, Staffed Mobile Medical Units and Facilitated Clinical Services. Please complete the PMEQ via the SAP Ariba portal. Further NHS Shared Business Services Limited (NHS SBS) reserves the right to withdraw this notice at any time. NHS SBS is not bound to accept any proposals submitted by Bidders and is not liable for any costs incurred as a result of Bidders engaging with this process. This early market engagement exercise does not guarantee that a Procurement will take place and NHS SBS reserves the right to defer from any Procurement entirely. NHS SBS also intends to hold market engagement sessions with industry experts and suppliers interested in potentially bidding for the resulting Framework Agreement NHS SBS will use an eSourcing system for any procurement activity taken subsequent to this Notice. The eSourcing system we will use is SAP Ariba. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a Framework Agreement if invited to do so.
