Legal Justification
The Situational Awareness Command and Control (SACC), Delivery Team, part of the UK Ministry of Defence (the Authority), intends to award a contract to Leidos Innovations UK Limited (the Contractor) for the provision of Tactical Integration ExerciseR (TIGER) test tool subscription, comprising of software support including updates and fixes. Hardware support requirements will be tasked on an ad-hoc basis if required. The contract duration is for a period of two years, with an option to extend for a further one year at an estimated total contract value of £663,372 inclusive of VAT. It is considered that the direct award of the contract is lawful in accordance with section 41(1) of the Procurement Act 2023 and paragraph 6 of Schedule 5 for technical reasons. The Contractor owns the relevant technical information relating to the equipment and has the required technical expertise and know-how necessary to fulfil the Authority’s requirement. Leidos Innovations UK Limited operates as the exclusive authorised agent for the supply and support of the TIGER test tool equipment in Europe on behalf of the Original Equipment Manufacturer - Northrop Grumman. TIGER is a Test Tool, which provides development of complex, dynamic and interactive simulations of Tactical Data Link (TDL) message exchange. TIGER is the only TDL Test Tool that SACC DT have installed at Portsdown Technology Park (PTP) which is configured to provide Link 11, Link 16 and Link 22 simulated integration and regression testing, as well as Joint Range Extension Application Protocol ‘C’ (JREAP-C). In order for the currently used TDL test tools to remain up to date with the latest NATO TDL Messaging Standards Agreements (STANAGs) the software is required to be supported. The Cyber Risk Level is Very Low and the Risk Assessment Reference number is RAR-250926A05
