Description
BACKGROUND: Severn Trent Water and Hafren Dyfrdwy (the Utilities) are seeking to publish a PIN notice and conduct a soft market testing exercise as permitted by regulations 58 and 59 of the Utilities Contracts Regulations 2016 to understand the opportunity to improve metering coverage, connectivity, provide greater visibility through more frequent water consumption data, in line with our 2035 vision for 100% meter coverage. The Utilities are looking to engage with multiple industries to identify potential suppliers who have current or emerging technical capabilities in this area. The aim of the PIN and soft market testing is to conduct market consultations with a view to preparing a potential future procurement activity in relation to this emerging technology. This PIN is not limited to participants of previous trials as the Utilities are keen to understand full market awareness. PROJECT DETAILS AND PROBLEM STATEMENT: The utilities are looking to roll-out AMI (Advanced Metering Infrastructure) smart meters as part of the Green Recovery initiative in the areas of Coventry and Warwickshire. The goal is to install 157,000 smart meters by 31st March 2025 and intend to do this at pace with installation estimated to commence by March 2022 to reach around 30,000 meters by end of May 2022. At a high level, the Utilities are looking at better understanding the ability of the market to deliver in 4 areas as detailed in the Utilities' requirement: 1) Meter devices (Lot 1) 2) Data Communications (Lot 2) 3) Installation and commissioning (Lot 3) 4) Analytics and behavioural change (Lot 4) The areas of strategic consideration may also include (but are not limited to) the following: • Reduce demand for water by: Reducing leakage on our network Helping customers to reduce their usage • Improve the accuracy of consumption data to enable more efficient operational leakage targeting • Reduce the amount of time it takes for us to identify leaks on both customer supply pipes and internal plumbing • Continually and consistently receive data needed in order to enable a smart network • Support the water efficiency programme via identification of trends in water consumption and highlighting high or unusual consumption • Improve the customer experience through the provision of advanced technology

The Utilities wish to develop a high level of understanding of the technology market and identify suppliers who can demonstrate their capability to deliver an AMI solution which answers the Utilities' problem statement and requirement. Given the 4 areas of interest (AMI meter devices, data communications, installation and commissioning, analytics and behavioural change) as presented in the Utilities' Requirement section, the Utilities are keen to understand the different delivery models available to us from advisory model through to delivery and implementation of ready-made applications/tools. Suppliers are required to provide detail of similar services you offer to your current clients, and the experience you have in delivering this type of work highlighting volumes and lead times. Your response should be in English, written in Calibri font size 11 and should not take more than three A4 pages. Reponses are to be submitted to amira.haraketou-chad@severntrent.co.uk by no later than Friday 27th of August 2021 - 4pm UK time. Any submissions after this time may not be reviewed and this is at the sole discretion of the Utilities. If the detail of your response is of interest to the Procurement Team, the Utilities will be setting up 30-min sessions in the week commencing 30th of August 2021. The Utilities reserve the right to select a reduced pool of suppliers for further meetings to discuss their proposals. The selection will be on the basis of compliance with the Utilities' requirement. The Utilities have a number of regulatory and non-regulatory goals linked to the strategic consideration of any Advanced Metering Infrastructure (AMI) solution which will form part of the basis when reviewing solutions. This may result in a subsequent call for competition, but any call for competition will be issued separately after the closure of this PIN. The Utilities are not under any obligation to conduct such a tender exercise and participation in this PIN does not guarantee participation in such a tender and/or any future contractual relationship with the Utilities.
