Description

North Northamptonshire Council (hereafter referred to as the "Council") is approaching the market to investigate the appetite for the inclusion of a Capital Investment option within its forthcoming Leisure Management Service concession opportunity. As a part of this contract, there is an ongoing requirement to improve leisure services and secure investment in existing facilities throughout the term. The Council is therefore keen to understand whether an option to include capital investment from a successful Operator would be welcomed, to invest in the refurbishment of the synthetic pitch, as part of the recently published Playing Pitch Strategy (July 2020). The Council's proposed contract term is no more than five (5) years, and the Council anticipates this would require a capital investment of approximately £200,000 from the Operator, which it could then rely on to provide the potential for additional income over the remaining contract term. If this were to be attractive to potential Suppliers, the Council would seek to include this option as a Variant Bid, for which it would establish a compliant methodology to trigger evaluation of the Variant Bid (allowing for Capital Investment) over the standard bid (excluding the Capital Investment). If Operators confirm that the inclusion of the Capital Investment option is attractive, the Council will look to progress with including this option. Alternatively, if Operators confirm that the inclusion of the Capital Investment option is NOT attractive, the Council will look to remove this option. Can you please confirm whether you are interested in: 1. The opportunity of providing a leisure management service on behalf of the Council; and 2. Whether the inclusion of the Capital Investment for the synthetic pitch is or is not attractive. This is an early engagement notice to enable the Council to best understand the preferred contract options of the market. It is intended that the outcome of this Notice will be used to further inform the Council's procurement and contract model, but the Council is under no obligation to any potential Operator and/or makes no guarantees to any party, resulting from feedback received to this Notice. If you wish to take part in the consultation, please confirm that if your organisation were successful, whether you would wish to take up the Capital Investment model set out above, to procurement@northnorthants.gov.uk by no later than 17:00 on the closing date of this notice. To satisfy the requirements of the Public Contracts Regulations 2015, for procurement at this value, the Council will utilise an electronic tendering tool to manage this procurement process, where full details of this opportunity will be published.
