Description

Background to the requirement In December 2018, the UK Government published the Resources and Waste Strategy, setting out how we will preserve our stock of material resources by minimising waste, promoting resource efficiency, and moving towards a more circular economy. Similar papers were published by the Devolved Authorities of Wales, Scotland and Northern Ireland ('the DAs'). In the Strategy, the UK Government committed to several actions, including the Collection and Packaging Reforms ('CPR'). CPR comprise three interlinked projects, one of which is a UK-wide Extended Producer Responsibility Scheme for Packaging ('pEPR'). To support the delivery of pEPR, enhanced sampling data on packaging waste collected, bulked, and sorted by regulated Material Facilities needs to be obtained. This enhanced data on packaging waste collected and managed will support the tonnage and quality related payment mechanisms that will be used within pEPR. The aim of this commission is to produce a new and updated Guidance Document for use in England and Wales for Materials Facilities in accordance with the Amended Regulations. This Guidance Document shall clearly set out what the Amended Regulations require and provide guidance on how Material Facilities are required to sample and report to meet the requirements.
