Description
The City of London Corporation (The City) intends to award a contract for the Pan-London Homeless Substance Misuse Programme – Combined In Patient Detoxification Unit for London under PSR.
Total Quantity or Scope
The City of London (City) holds a commissioning role to secure and oversee various pan-London substance misuse treatment services. As part of the Government’s ambition to end rough sleeping and enhance universal drug treatment services, funding from the Department for Health and Social Care (DHSC) and Department for Levelling Up, Housing & Communities (DLUCH) has been provided to the City as part of an Office for Health Improvement and Disparities (OHID)/Greater London Authority (GLA)/Local Authority (LA) partnership-led bid to deliver a pan London Substance Misuse Programme for people who sleep rough/at risk of sleeping rough and London residents with complex physical and mental health needs. The grants will better address the increasing complexity of substance misuse treatment and recovery needs. The City has agreed to function as the lead commissioner and coordinator for this Programme using the Central Government grant funding. The Services are to commence from the 1st April 2025 to the 31st March 2026. It is intended to award the contract in accordance with the Health Care Services [Provider Selection Regime] Regulations 2023 under Direct Award process C where there is an existing provider for the services and that existing provider is satisfying the original contract and will likely satisfy the proposed new contract, and where additionally the services are not changing considerably.

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The intended award of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The existing contract with the contractor named in this Notice is to expire on the 31st March 2025, and the City is proposing a new contract to replace the existing contract at the end of it's term. The proposed contracting arrangements are not changing considerably from the existing contract. The City is content that the contractor named in this Notice is satisfying the existing contract to a sufficient standard, and will likely satisfy the proposed contract to a sufficient standard taking into account the relative importance of the Key criteria referred to in Regulation 5 of the PSR, and applying the Basic selection criteria in accordance with Schedule 16 of the PSR. The City is therefore satisfied that the conditions for Direct Award Process C can be, and have been, met. The publication of this notice marks the start of the 8 working day mandatory standstill period. which will be introduced the day after this notice is published. Written representations by providers must be made to decision makers before midnight on the 21st March 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The DCCS Category Board of the City of London has approved the intention to award the contract via direct award process C of the PSR. In Accordance with regulation 21 of the PSR any potential conflict of interest has been considered, and any conflict of interest which arises the City will manage them in accordance with the City's own internal governance.
