IBM as the Original Equipment Manufacturer (OEM) of the software holds the intellectual property right. No other alternatives exist as these are the only licences that allow OSCAR to be used without legal ramifications. Alternative route to procure the licences, such as via resellers, have been assessed but rejected as it deliver poorer value for money outcomes compared to contracting directly with IBM.
