Description

Plymouth City Council ('The Council') are seeking a main contractor to undertake the design and construction of the replacement pontoon and associated bridgehead repairs at the Mount Batten Watersports and Activities Centre, Plymouth. The existing pontoon has reached the end of its operational life and requires replacement. The objectives of the project are to: - Improve inclusive access to the Plymouth Sound National Marine Park at Mount Batten Watersports Centre - Provide a new permanent facility for the Mount Batten Ferry within the replacement pontoon arrangement - Restore the current bridgehead to ensure continuity of the above - To do so, whilst minimising the impact on operation of the water sports centre and ferry, reducing whole life greenhouse gas emissions and enhancing the marine environment The core elements of the design and build contract will include, but are not limited to: - Bridgehead repairs with the addition of environmental enhancements like artificial reef tiles - Removal and disposal of the existing pontoon structure - Supply and installation of a new pontoon system - Piling work as required - Linkspan installation - Potential reuse of existing elements, such as piles and linkspan, where feasible The anticipated duration of the contract is 4 months, subject to works completion. Due to the nature of the project, the duration of the contract may be extended because of, including but not limited to, site or weather conditions. The form of contract being used is NEC4 Engineering and Construction Contract (ECC), under which the contractor will be responsible for the design and construction of the facility. The NEC4 ECC will be an Option A: priced contract with activity schedule.

Renewal Options

Tenderers must submit a Tender for the core requirement (Option A). Option A will form the basis of the tender evaluation. Tenderers must also submit pricing for Options B and C. Options B and C will be for information only purposes. The Council reserves the right to award Options B and/or C to the successful Tenderer or omit/amend works to the current tender information (where necessary). Option A - long section pontoon with facilities for public water taxi Option B - includes for 4 commercial berths Option C - includes for 8 commercial berths Within the Instruction Document, a list of risks have been identified that could jeopardise the satisfactory performance of the contract but because of their nature, cannot be addressed in the contract as awarded. The Council reserves the right to modify the contract if any of the identified risks materialise.
