***This is an Intention to Award Notice***NHS England – Midlands (referred to as the Commissioner) intend to award a contract to University Hospitals Birmingham NHS Foundation Trust for the Provision of COVID-19 Vaccination Programme for Outreach Services to cover the NHS Birmingham and Solihull Integrated Care Board locality.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 12pm (midnight) on Thursday 4th Wednesday 10th September 2025. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.Written representations need to be sent via the Atamis e-tendering portal, Project Reference: C372781 - COVID-19 Vaccination Programme Outreach Services - Birmingham & Solihull ICB.The award decision makers are NHS England’s Regional Commissioning Group and;The Project Group:The evaluation panel who consisted of NHS England and NHS Birmingham and Solihull Integrated Care Board personnel: -- Deputy Head of Operations Covid-19- Covid 19 Project Manager- System Dir. Imms and VaccsNo conflicts of interest were flagged as part of this process.The Basic Selection Criteria was scored on a Pass/Fail or For Information basis. The Key Criteria were weighted as follows:1. Integration, Collaboration & Service Sustainability – 20.00%2. Improving access, reducing health inequalities and facilitating Choice – 35.00%3. Quality and Innovation – 15.00%4. Social Value – 10.00%5. Value – 20.00%The weightings for the 5 key criteria were determined by the procurement panel to give appropriate relative importance to each of the sections equally in line with the commissioning expectations for the service. These were assessed on a scored basis (0-5) as per the evaluation criteria set out within the procurement documentation.The awarded Provider has been selected as they have met all requirements of the Basic Selection Criteria and scored the highest overall out of 100 against the published Key Criteria (listed above).
